Not possible to get I.S.S. Stadi for Gamma recruits

The I.S.S. Stadi isn't available via the Phoenix Prize system, unlike other old event rewards, making it impossible for Gamma recruits to obtain.
We can claim the V.S.S Tanius Admiralty card, an even older event reward, and other old Terran Empire Incursion event rewards, such as the Zefram shotgun and Mirror Universe Agony Field Rifle, so the I.S.S. Stadi is a notable omission.
Can we have the Stadi added as a Rare or Very Rare Phoenix Prize option?
