How much ZEN are you allowed to buy in a 24 hour period?

I want to know just how much ZEN, a 'user' can purchase in a 24 hour period. I have been 'inactive' from STO, for at least 2 YEARS. And there have been major upgrades to the 'PROGRAM', that have been seriously aggressive. (The various ships, that I acquired, when I was active in the 'program' are SERIOUSLY INADEQUATE, in areas of WEAPONS, SHIELDS, SENSORS, & PROPULSION capabilities) I have a Prometheus Advanced Escort, that needs serious upgrades. It seems that as STO is configured today, you are a target, the minute you leave spacedock.
I need to remedy this, FORTWITH. ASAP.

You do not become a "target" until the moment that you make yourself a target by starting a mission. You can leave spacedock and fly around the galaxy for hours a day, every day and never once get shot at until you decide you want to be.
