Incomplete Tutorial + Safe Login = Can't go anywhere, do anything

Hallo!
In short form, my tiny newbie delta recruit is 'stuck' in progression, but not in an object. I would like to get him 'free' to advance, but although I've tried every tool I could find, I don't see how to put him back into the tutorial.
Here's how I got to this point:
• Built new character (during recent delta recruiting event)
• Began tutorial
• Fell through map, to an invisible floor about 40' or so below the active areas of the map.
• Tried a bunch of things that didn't work
• Asked the community for help
• Used 'safe login mode,' wound up in Sector Space.
And that's where I am now: not yet level 1, no access to locations (beam to ... doesn't happen around any body), can't transwarp/etc because he doesn't meet any level requirements.
Any ideas?
