Yeah, been gone for 6 months already. No news on anything about it. It was costing PWE to much money. The best thing to do here is to never expect it to return.

Most likely. If it does return, expect heavy time investment into all games to get anything from it. They was handing out zen like candy just for installing games before.

Yeah, the only thing they can do here is add, play x game for x amount of time. Even then, people aren't going to play the game. Just login and let the game idle.
The best thing they could do is just lower the point value of each quest. The main thing that hurt this is botters. Those that would use multiplle account just to farm this, buy items, and sell them to other players. So it was a gold mine for the gold sellers.

On XBox, points are tied to Achievements.....for maxing out Gamerscore on STO by getting all Achievements for it, I gor 2000 Arc points. Only took about 22 months, though I could have done it sooner if I'd farmed the 2409 lore missions harder.
I can't figure out how to get Arc to work on the PS4

It doesn't cost PWE any money at all.
It was almost certainly disabled because someone found some way to cheat the system.
