The last mile is the hardest: slow loading on Starfleet Academy

I've noticed this several times recently - I will beam down to Starfleet Academy from Earth Spacedock, and the loading screen will come up, and the counter in the corner gets to about 92%, and then... slows... down... dramatically....
(It's gone from 95.12 to 95.29 in the time it took me to type that last sentence.)
Given that the Academy is kind of a regular stopping-off place for Starfleet characters... does anyone know what might be causing this, and - more importantly - what I might be able to do to fix or avoid it?

Whatever's going on, then, it does just enough to stop the server from timing out on me - while also not actually letting me see anything but a loading screen. Which is a bit annoying, to be honest.
