2 Questions from a returning player

Been out for a while, so some things are a bit confusing, but mostly I'm getting the hang of things again.

My two questions:

1. Chroniton beams. Are there any tactical consoles that work with these? I got the beams from 60+ rep missions.
2. Any advice for finding good builds for ships? My ships all need work, and to be honest, I'm totally lost on the plethora of knowledge needed to figure out how to make them awesome.

    for #1: Since those deal Antiproton damage, basically everything that increases antiproton damage. Vulnerbility locators with the [AP] mod are recommended. [fleet-spire]

    also for 2 you can find builds on Reddit. just google the class you wanna build, I.E. Wells class build
