because i think the carrier they just added is really smexy, but it is also the only ship in the pack that i am even the slightest bit interested in, provided the stats are decent that is.

Examples I can remember:
The delta expansion pack included all the intel ships (and a few others) which are all available on the C-Store.
The Agents of Yesterday pack came with all those T1-5 TOS ships and their future T6 counterparts. All of which are on the C-Store.
Edit: I also think that the Legacy of Romulus pack included all the C-Store Romulan ships at the time.

Yup, these packs may contain exclusive bonuses (ex. specialist bridge officers, tech upgrades, titles) but the ships and costumes will be available in the c-store. The pack's main draw is offering the whole group at a discount versus picking each one individually.
The T5 Jem'Hadar and Cardassian ships might remain as they are (since they're already available in-game via other mans) but the T6 ships coming we shouldn't have to worry about. The pack's availability on other outlets now is simply a reflection of the fact that the c-store doesn't support pre-orders.

I think it's following the faction unique mastery unlock they implemented a while back so you could have mastery's on Klinks you couldn't normally acquire.
Starter packs are an exception to that rule. I can still purchase the Delta Operations Pack and Romulan Pack from the C-Store, even though I have multiple ships from both of those packs.
The T5s, being discontinued Lockbox/Lobi...

I have feeling especially since Romulans will now have access to most fed or kdf ships on tribble. That the same thing will happen to Romulan ships.
The Jem'Hadar Vanguard ships are actually going to have 6 mastery levels. The standard 5 for a T6 ship, with the 5th being a starship trait, and the 6th being the faction unlock. So... in order to unlock the ship for non Dominion characters, you need to level said Vanguard ship fully.
No chance for the discontinued T5 from lockboxes and lobi stores.

I feel certain we will see the JHEC, JDread, and Galor in the C-Store, because they will likely be selectable as your T5U C-store ship you get at level 61, just as T5U Defiant, Voyager, Galaxy, B'rel, Kar'fi, Maurader FDC, ect... are, I mean they will need T5 dominion based opinions in the C-store if its to work like it does for the Feds and Klingons and Romulans.
If they do... it might be under Promotional, like how the Mirror Guardian, Command Assault Cruiser, and Support Cruiser Refit are. Not part of the main C-Store ships. Just account unlocked Promo and generally unavailable to the public unless certain requirements are met, such as promo codes.
I really don't see how they would release them into the normal C-Store without causing some rage on the forums from the people who dumped a LOT of money during their initial lockbox run to get them.

I could see that happening with the much more recent T6s, but the T5s came out a pretty long time ago. I have a T5 JHDC and a JHEC that I got back when they were fairly current and I'd be rather happy if they were made C-Store, personally.

Perhaps, but they will be too few for Cryptic to worry about. As we can see from other posters who spent alot to get the 5T galor or JHEC they are okay with it.
Plus we live in a society were people buy gadgets at huge prices early knowing full well that the price for that Smartphone will drop radically when a newer better version comes out.
As the Jem'hadar would say "That is the order of things."
