Oblique Shielding having no effect

It's very simple. The new personal space trait "oblique shielding" does nothing, at least it does not show up in the tooltip from what I can tell.

Either it does not show up (many scaling things don't show up) but I would just want confirmation on whether this trait actually works or not.
