Fleet Holdings projects question.

in Star Trek Online General Discussion
I'm doing the starbase military "reinforce local systems" project. I've donated everything it needs except the duty officers. Its asking for 3 tactical or security duty officers. I have 9 and 12 respectively, but its acting like i don't have any. None are on assignment, so what am I doing wrong?

    Are they all Common (White Borders)?

    You can go to Starfleet Academy and trade green for white. Only thing is you can't specify tac, eng,sci. You get three whites for each green.
    Now a LTS and loving it.
    Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
    I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D

    Also, it won't take the free emergency holograms you get out of the box when unlocking R&D.
