I'm looking to join a fleet that has an upgraded dock

    You will have to explain more what do you mean by "Upgraded"? There is T0, T1, T2, T3, T4, and T5 space docks. My fleet has a T0 dock and we are contributing to minor upgrades everyday if you would like to join.
