Skills Invalid - And unable to retrain

Hi

I have a Level 9 TOS Tellarite captain, and when I go to spend skill points (having just completed Tangled Webs) I get the Skills Invalid message.

When I click the Retrain button, the skills window closes, and nothing happens.

Further note. Once i hit level 10, and got my promotion from Quinn, I was able to retrain my skills at that point.
