When I was promoting my officers there was a big lag spike .. I hit some buttons a few times. After the lag spike my eng officer was commander 
... Now it has all 4 abiltities in ground missions available. He actually is higher rank then me . I'm guessing he is the only commander in the game atm ? :P
If only my officers wouldn't get stuck every 1 minute in the ground missions ...
