Can’t donate to colony coffers.

I have been trying to donate to my fleet commodity coffers. I do have permission to from the fleet leaders but when I try it keeps saying that they are full. They clearly are not. Anyone know a step to fix this?

Edit: Disregard. I figured out what was wrong. It’s not a bug. Was just user error.
