Beam overload fires too fast

Hi,

based on the tooltip the fire rate should be 2 per 5 seconds. but it seems that bo just got a reuse time of 1.7 sec per shot => we will have at least 5 hits in a 10 second timeframe instead of just 4.
all of those are without cycle haste involved.
to fix that, the reuse time (or activation + reuse) should be 2.5 seconds
