Launching Game Seems Broken

Greetings, I just received my new gaming PC and finished getting it all setup to my standards and needs. I placed the Star Trek Online CD into the drive and downloaded the game. STO Icon is on the desktop. I click it and nothing happens. I tried right clicking and selecting run as administrator and still the game will not launch. Am I missing something?

I cannot even log-in via Arc. It keeps timing-out. Are there server issues again?

I can't login as it says it can't find start game client file. Despite the fact that i can find it easily on my pc.

Launcher searching for GameClient.exe
located in device:yourfolder/Star Trek Online/Live/x86
or device:yourfolder/Star Trek Online/Live/x64
