Duplicate bridge officer ability recharge

Using duplicate bridge officer abilities don't seem to be getting the discount time reduction or atleast on the abilities listed on gamepedia for STO. I tried equipping more than one kind of ability and even tried using a combo of either 1,2, or 3 types and did not receive the ten maybe 20 second reduction from cooldown timer on secondary or second repeat/duplicate ability. Where tykens rift would receive a -10 sec from cooldown on second tyken rift, i am only receiving the normal 30 seconds
