Discovery Starfleet character reaching level 11 before finishing Downfall = no intial DOFF quest

My new Discovery Starfleet character apparently hit level 11 before finishing Downfall and so I did not get the mission that gives you the Initial Duty Officer Cadre item. (My character is level 13 without having done any major missions after Downfall, other then the "Welcome to the future" kinda stuff at spacedock.) I reported it via the GM Help in-game and they have said they have sent the bug info to the developers, but suggested I post here as well.
I don't know for sure, but it seems like this bug might affect TOS Starfleet characters too if they have a similar mission progression where certain features are locked out till after they reach the present time.
