[Bug] Welcome screen and Featured TFO not available for TOS character in the 23c

I have a TOS character that hasn't made the jump in time yet, but is lvl 10+. She was able to participate in the previous console Featured TFO (Peril over Pahvo), but I don't see the any option to queue for Operation: Riposte. In addition, I don't see the Welcome window (nor do I have it as an option in my captain's menu when I hold 'X') either, but I actually can't remember if that ever came up before for that character. I've also logged a support ticket.
