Romulan-Federation Aligned Friend Cannot Access New Discovery Missions.

My friend and I play the game off and on every so many weeks and we were doing the new Discovery Missions, and he had the Mirror of Discovery missions from several weeks ago, and when we went to play the Rise of Discovery Missions the entire story arc had no Replay or Hail buttons. We even tried doing the TFO Missions before starting them but still nothing. Thank You/
