Unable to claim T6 ships on a Discovery era captain

Hello,
Has anyone have any trouble trying to claim T6 ships on a Discovery era captain?
I am unable to claim any T6 ships except for the 31st Century Temporal ships.
I have already completed the tutorial, but am unable to claim any other owned T6 ships.
They all say that I do not meet requirements.
I am able to claim them on other low level characters just fine, just not on my Discovery era characters.
