Invalid Skills and No Retrain

I copied one of my existing characters to Tribble. In addition to buying all the Discovery items I also bought some skill points to build out a specialization. I am unable to spend my skill points because of an error saying my skills are invalid. I purchased skill retrain tokens and clicked the retrain button but all it does is close the window. It has no effect.

I copied a second character and repeated the steps above and I encountered the same error.
