Chance to Salvage Tech Upgrade from Epic and Ultra Rare Items

Going through some of my weapons in my bank, I came across some of my early/experimental items that I upgraded and that really no longer use, cannot be traded or sold and are taking up space. I would be nice if when salvaging said items in addition to getting the crafting materials there was a chance to get Omega Particle Tech Upgrade or some other equivalent back. The chances getting something back IMO should be based on how much you pumped into it to get it in the first place. Even something like a 10 to 1 would be better then nothing.
