Cooldown Reduction Tooltips - wrong

According to tooltips Bio-Neural Gelpack, Defensive Drone Guradians and Prolonged Engagement Set (2pcs) reduce BO Cooldowns by a given percentage. They actually haste cooldowns by those percentages, which is considerably less effective than a plain reduction.

all cd reductions, cycle haste and stuff like that works with the n/1+x formula, with n = cooldown in seconds and x = sum of reduction in decimal. since its for all of them the same i highly doubt that its a bug

Nice if it works as intended. The tooltips, however, are not describing how the things work. Corrections in bugged tooltips are part of the patch notes on a regular basis ;-)
