"Your purchase failed due an internal error" msg on char selection screen: PC Patch Notes 3/14/19

After today's patch I noticed a message appear briefly on the character selection screen for both my main and F2P accounts. What does it mean? Is it a generic disclaimer or announcement providing guidance to players or does it actually indicate a failed purchase? I'm not aware of any failed purchases on either account but now I'm wondering. Any guidance welcome.

    edit: are you at character cap protoneous?

    None of the patch changes applied for me in game. Launcher showed it loaded and even did a force verify but (for example) the Replicator is still present, can't re-engineer rep weapons, etc

    Main lifetime account: I'm well below the maximum number of characters permitted on an account, but have used up all available character slots, even after purchasing some extra slots.

    My F2P account is an ex-subscription account (400 days) and indicates I have new character slot(s) remaining.

    Both accounts showed the same message. Edit: and show the same message every time I switch characters.

    update: my error message vanished with the last patch. not sure if it is gone gone or I simply no longer see it.
