"Storm Clouds Gather" not available after dropping it

This character had Storm Clouds Gather (first episode of Gamma Quadrant Arc) in progress when the episode list was streamlined with AoD. I have since gone and accepted and completed or skipped every other mission in the game, but after accidentally dropping Storm Clouds Gather, it will not offer again. I waited 20 hours just to be sure there wasn't some kind of cooldown timer. What am I missing? How do I get this mission back?
