Unable to equip Klingon Ship weapons

Is there anyone else who is finding that weapons slots are randomly not allowing weapons to be equipped??

I have two slots on my cruiser that won't accept weapons. No matter what type.

    Having the same prob with one of my Fed ships

    same on the fed lvl20 freebie 4 nacell cruiser.
