Bugged - Duty Officer Requisition - Dominion Cadre

I came back from an extended away and going through the inventory, I saw the redemption item (Duty Office Requisition - Dominion Cadre) for the duty officer Dathan.
I've tried using it only to be told "You may only have one of a unique item." Ok, so can I discard it? Nope. It is basically stuck in inventory.
I then made the stupid mistake of thinking maybe I could redeem it (and free up the slot) if I got rid of the existing duty officer. Again, nope.
GM (Navi) suggested I post here.
