Update to Repair Mode trait

Recently got myself a shiny Durgath Temporal Heavy Dreadnought Battlecruiser and for the most part I love it, But I don't think the trait, Repair Mode, is working as intended. It's constantly activating when I have full health, and then being on CD when I actually need it. What's the point of repairing myself at 95% hull? It really needs a rework, ideally turn it into something the player can activate, but just setting the threshold for activation (not earning counters) to a certain amount of hull would be good. Something like 50-25%.
