Unfair Enemies during space and ground missions

Ok, Its quite unfair and annoying facing enemies and getting killed several times during space and ground battles while I have level 12 or 13 purple very rare gear types that I'm using and also already reached my character up to level 65 but its not working. During missions, when I'm taking out enemy NPCs I only have a small or less damage to them while the enemies have more damage to me and its overly powered and its not fair. 
I'm not sure If I'm missing something or did the game devs just increase the level of difficulty but this isn't just for me that I'm having complaints of the level NPC enemies but for the STO players who are having problems as well.
