Elder Malik'itan?

If Elder Malik'itan is a "SPACE WARFARE SPECIALIST" how come he is only selectable in the "Active Ground" section of the duty roster?

    He is listed as a Space Warfare Specialist but he is unique in the fact that his bonus applies to both ground and space. Having him slotted as a ground officer is actually a good thing, you get his bonus without sacrificing an active space duty officer.

    Unfortunately, he was stealth nerfed from 20% to 10% and right now isn't working at all on the live server as you can see here.
