You unlock this trait from the comp pve rep and once that happens it appears on the circle select menu AND NEVER GOES AWAY.
Whether or not you have it slotted it just sits there asking you if it was worth the dilthium from capping the rep to have another ability/item appear on the bar that you can't use during combat yet are forced to put up with.

..but i can confirm, that the forced challange ALWAYS appears in the L1 menu, even if it is not slotted as a trait in "active reputation".

You unlock the trait.
It instantly appears on the circle selector.
It is not and never will be slotted in my active trait list.
