Why I cannot buy 31st C Temporal Ship Bundle from ZEN store

The message I get is "Your character is restricted from receiving this item"

I am only level 43 so I know I cannot use them yet.

I have enough ZEN and have not purchased any of these ships separately.

Is there a specific requirement I need to meet to be able to buy this bundle? Note that some of the T6 bundles are available and I actually bought the T6 cross faction flagship bundle already"

    So there are some bundles i can buy at earlier levels and some that I can't?

    But i was able to buy the t6 flagship mega bundle in the zen store but maybe that is an exception

    Get your JHD to buy it for you... he's already L60 and he can buy any ship pack (alliance based)
