stealth\jem hadar shroud not working right

i have started a jem toon when VIL came out and when i wen to pvp a person he could see me when im usung shroud the jem trait i mean whats the use in shroud if it dont work right? i have had reports from others aswell thats having this bug also my jem i got the new rep comp flare mortar it gives 450 stealth my jem dont cloak or go invisable but i know somebody that has a fed toon and the same mortar he turns invisable when he uses the flare mortar perhaps shroud or the flare mortar dont have enough stealth to cloak now when i use both shroud and the mortar my jem turns invisable is there a stealth limit to cloak?even mission enemys can at times see me when shrouded if this is a glitch or bug i hope it gets fixed soon
