Just restarted game- Welcome Back Pack?

Hi,
Just restarted the game this weekend. When I logged in with all my old characters I received a welcome back pack with some items including 3 epic experience packs. I started a new character but did not receive the pack. Is this only for old characters? Thanks!

    The welcome back pack was likely a one time per account reward, and you already used it.

    I am not sure. All of my old characters received it on the account but the new one I made did not.
