KDF some Fleet Ships requisitions unavailable to Romulans

My fleet has full facilities -Tier 5 with plenty of provisions etc.

KDF Fleet Ships available to Romulans as a requisition-at the moment the choice appears to be limited unless i missed something.

Fleet K't'inga Battle Cruiser Retrofit
Fleet Tor'Kaht Battle Cruiser Retrofit
Fleet Negh'Var Heavy Battle Cruiser
Fleet Vo'Quv Carrier
Seem to be unavailable from KDF.

Yet i can get a Fleet Mat'Ha Raptor (T6)
Which others are also unavailable,both FED and KDF.

The fleet Peghu' and Duvqu' ships are not purchasable(same with the base versions) for Romulan KDF characters.
