Wasn't that switch around the time Delta Rising came out? Because Lt. Selan was in Delta Rising.
Anyways... The most recent case of Lt. Selan was actually in the Iconian War arc in the episode Butterfly, where we see a holographic alternate Tal Shiar Agent Selan. After that, there really hasn't been a need for a Romulan Intel officer.
It happened when they got Michael Dorn to reprise Worf. Apparently Mr. Dorn (or his agent) wouldn't do any work for a non-union shop (and it's said that was a stumbling block for other Star Trek actors they were speaking to, so they bit the bullet and went union. The VO actor who played the character thanked Cryptic and said it was his own choice NOT to go Union (he said he could) because it would limit the jobs he was able to get as a result.
