I'm probably going to end up kicking myself when I get the answer but are these purchased, and if so where from in the holding? Or are they unlocked for everyone with a fleet project?

I think it was in the Center room? It has been a while since I did it.
It is in the center room of the Research Lab.
When you beam down, walk straight ahead into the room in front of you....keep walking to the "back" wall. It is this console here:
