A few months ago when Victory is Life was announced, one of the features talked about was a new progression system along with the other features like playable Jem'Hadar, a sector battlezone, and new queues. I remember there was some talk about this progression system in one of the developer livestreams but there has been nothing since then. Do we know anything else about this progression system or has it been removed from the expansion? Thanks for any info about this topic.

Ie. development plans changed and the feature was unfortunately scrubbed. I don't know the circumstances, the issue came up on reddit after a related blog that wasn't intended to be released was released. But, what I can say is that it's not coming on June 5th. It may or may not be revisited in future, depending on why exactly the feature was scrubbed from the initial release of ViL.

They REALLY do need to update the GPL store. Many of us have mountains of GPL... and nothing to spend it on!

Nah, They meant the Gamma Rep. It is a Progression System.
It is part of an ESTABLISHED progression system, the Rep system. Why would they say something about a NEW progression system if they were just talking about a new Rep? They'd say we're getting a new Rep.
That's incorrect. Details were accidentally leaked (via crossed wires and a blog post on this site) about another progression system in development. Cryptic provided clarification on reddit that it unfortunately won't be coming for Victory is Life. I won't link off anything here because that would constitute a violation of the TOU, but here's Kael's post on the subject.

No, it was the new progression system. This isn't a matter of debate, as far as we can possibly tell this was Jeremy was referring to on Ten Forward when hinting about the new progression system. He confirmed then IIRC that it was not going to be another rep. The leaked plan bears that out.
And no, a discussion of those details would not be appropriate. See. These are the facts, as far as we know and as far as we can state. They were not referring to the Dominion reputation then. Move on.

The article in question was on the new 'Personal Endeavours' which was posted on Facebook, which I did read at the time, which was later removed, and I asked about it specifically and it was confirmed that it was released by mistake by Kael.

I am pretty much confused here as well as the impact of the so far only hinted new system will probably have the biggest impact for the game compared to everything else released with ViL. I still remember quiet well how peeps were troubled during DR with lvl 60 and T6 ships while the real power creep issues were a bit more hidden with half a dozen Specialization systems and 5 additional starship trait slots with massive discrepancies of usefulness depending on how they are filled. While I like the idea of an account wide approach to any further progressions very (!) much its suffice to say that it will likely have a much bigger impact on endgame than a level increase to 65 and should get more attention for the community to know what they sign up for.
If cryptic removed the respective announcements it could very well mean that they share this concern. After all for what kind of content are peeps supposed to progress their chars any further anyway? We tend to elite maps in incomplete teams by now and rofelstomp advanced.

Oh well. I'm still looking forward to playing the new expansion. New episodes are always nice and I might even buy the new Vanguard Jem'hadar playable species.

Once your done its back to the same old same old where it could be unlocking new missions or areas at each tier the way you find rep systems working in a lot of other games.
Shame the personal endeavour thing has been shelved. Wonder it they were having issues balancing the kill quest requirements with spawn rates because they've pushed escorts and mindless pewpew far too much.
The Mark level raise is a massive power boost in it's own regard. There was no need to add the further 'implied' boosts that the 'Personal Endeavours' was going to give, even if they were temporary. It was unmitigated power creep.

Without content to back it up, the need to burn upgrades is diminished by a large amount. Delta grinding brought in an increase of double that but the majority of content didn't require it then and still doesn't now years later. Apart from two bits of gear very early on nothing rewards with a mk13 unless you count the reward from the limited time TOS recruit event. They don't really do much to justify the apparent need to upgrade.
Usually there's a common theme in mmo's of new expac comes along and top end raid gear becomes obselete sooner or later because the new content has progression or some sort tied into the game world either by things like zones with higher level mobs or missions that are tied into rep. STO hasn't had the gear progression for a long time which is why you can easily go through the newest content in mk12 gear and not break a sweat.
A lot of this comes back to the mental rut that cryptic are in where ships somehow = content. New ships are certainly nice but without fresh or interesting things to do in them the focus on selling ships becomes a risky strategy.
