Power tray reset

I'm finding for my existing characters from holodeck, their power trays are reset (and are not restored from the saved ship loadout). Other stuff was reset also (boff seats for example) but were restored from loadout. I don't know if this is ViL or copying to tribble that is causing it though (I don't recall this happening the last time I copied characters to tribble).
