Commander level Excelsior does not have access to other skins..

This is the first ship i have this issue, but the Commander level Excelsior does not have access to other skins, i buyed the T6 Resolute just for this, but i cannot select it:



But i do have the ship in other char:



and does have access to the test of the skins/variations (for example, the temporal ship does have access, i tested it, same as the escort one)

I don't even have access to the type 7 material..
