23rd Century Photon Mortar (Player Version) - where to get?

I went to K-13 and only found training manuals. The kit mod vendor only had a bunch of universal kit mods. Where can I find the Engineer player version of the 23rd Cent. Photon Mortar? Is it only found at the very beginning when your start the 23rd Cent Fed toon?

And if so, did Cryptic make it all bind on char or something?

    Yea I think so. It is not bound however and can be transfred to other toons and ultimatly the exchnage where you can easily get it.
