Help with Ragnarok Mission

So I did all of Ragnarok, long mission, transported Noye, and have to shut down the core. There's an arrow and a circle but I can't get a selectable box to appear at the circle. I have reloaded. There is a metal fence there. Is there a console behind the fence. Can't see a way to get beyond the fence3. Frustrating. Last thing in the mission. Sigh. I have watched a playthrough and they didn't appear to move when they beamed out Noye and stopped the core. Any help would be appreciated.
