Fleet beams, Fleet K-13 beams are essentially a massive handicap after re-engineering and very expensive comparatively. to make these beams actually attractive to players they would need to come at lieutenant II rank, so they can be easily upgraded in quality. otherwise re-engineering on them should be added.
elite fleet phasers should be massively buffed because they sacrifice a modifier for a proc that isn't even great. make the proc chance 50% or more to heal some shields. nobody wants to sacrifice DPS so make them into a really solid tanking weapon. maybe make them heal 1% hull like the rep trait that's similar to a hull leech
Xenotech consoles from K-13 are a nice idea, for instance, the xenotech powerflow modules boost your EPS, reduce specialised boff recharges and increase hullpen by an apparently large amount. the problem is that at epic they increase EPS less than a very rare EPS conduit, and the hullpen they give is 3.5% or something, which is actually not going to do very much compared to for instance a set that gives +33% damage. all of these consoles are a bit weird.
plasma nullifiers - they were nerfed to like 3% of their damage, i think that was too harsh really. maybe balance them up a bit again. quite a lot of people had invested time into them i think.
the research lab science consoles are too odd for anyone to use. i have no idea what would make people use them.
it's possible that all fleet gear could now simply come as ultra rare with no mods, to be re-engineered as the player likes for free. that might make this gear a little bit more attractive?
Romulan female embassy bridge officers - at least one should have superior romulan operative. i'm not here to be controversial, but forcing people to take a male character because they're literally superior is too edgy for a post TNG-era game.
