Can we get some Romulans in K13?

Retro Romulans are kind of under-represented right now. We already have some 23c Klingons roaming around the base, so can we get some 23c Romulans walking around? I don't think it would be very hard to hand-wave in an excuse for them to be there like Klingons got.
