Grant Diplomatic Immunity/Assign Raiding Party

These abilities are acquired at Rank 3 of the Diplomatic Duty Officer system, but they let the Captain grant the 1 hour buff on someone else, not the Captain him/her/itself. Add to this ability either a permanent passive that grants the same buffs to the Captain, make a slotable Personal Space Trait out of it if a permanent passive is thought to be too over powered or allow the buff to target the Captain also so that it can be self-granted.
