Technically a bug, but I'm sure you have a lot to do and it's not a major problem.
You can throw this into Duty Officer Assignment (research) Bucket.
Defuse Abandoned Orbital Mine Field is showing all duty officers/traits being available. But when you go in and look at the assignment detail, the Duty Officers are misassigned.
I had to manually reassign the duty officers.
