Is The "Unforgiven of Ferasa" chain MIA?

Has anyone seen the first assignment in the KDF/KDF-Rom chain "Unforgiven of Ferasa" - Development: 'Attend Ferasan Trial By Combat' - lately? It's supposed to be available in most of the Beta Quadrant, including Klingon Academy, First City, etc., and I haven't seen it in weeks (and have a couple characters needing to start that chain)...
