Rework the Mailbox is Full messages

When sending a mail to someone who's mailbox is full generates a system message in the chat "Unable to send email, the recipient's mail box is full." and that is all fine and dandy as you know who you were trying to send the mail to. But if this outgoing mail is sent as a fleet mail, you'll get a long list like this:

And the above list is not much help for anything. As it doesn't say who didn't get the mail. So instead of "recipient's" write the @handle instead.

Why would this be important? Well it would help to be able to contact that member to let them know that their mail is full and by doing so we may share the information with them that we needed to and in some cases we might be able to teach them something about the game, such as that it has a cap on number of stored mails.

It would also be somewhat useful if the game itself would tell people their mailbox is full, instead of expecting other players to notify them through alternate means of communication.

I wouldn't be surprised if the average player didn't even know there is such a condition as "mailbox full," seeing as this is 2017 and deleting mail to free up space went out of fashion like a decade ago.

But then the mail interface was horrible even before the addition of a cobbled-together inconsistent storage limit mess was stuffed under it.
