Talaxian Bridge Officer?

What is the best way to get a Talaxian Bridge Officer? I've seen that they can be obtained via the Lobi Crystal store on Drozana Station but how the heck do you get Lobi Crystals? Is there another way to get a Talaxian Boff?

    Lobi are obtained from opening Lockboxes. Alternatively, you might be able to find them on the Exchange.
