Honestly if it's not a small raider not making an orion ship a hangar ship would be odd from a lore point of view, seeing as their bigger ships are more motherships for the fighters/frigates that go on pirate raids then frontline combat ships.

As to not making it a hanger ship... pretty sure most Orion playable ships are Flight Deck Cruisers.
Not just most, all playable Orion ships are FDCs. There are some NPC ships that break this rule, but even then, Orion mobs have a disproportionate number of ships that launch fighters than other NPC mobs. It's their schtick.

I don't mind ships with one or more hangars personally, but I really don't like the Cruiser Commands that Flight Deck Cruisers and Command Battlecruisers are limited to, as Shield Frequency Modulation and Attract Fire are my least favorite of the four Cruiser Commands currently available. Missing out on Weapon System Efficiency is a big drawback, and is one of the reasons I haven't flown the Command Battlecruiser I have very much. While not quite as critical, pending the ship has enough turnrate, I still like Strategic Maneuvering over the two commands FDCs have. Limiting the T5 Orion FDCs to being retrofitted to only those two did not do them any favors.
Weve seen the interior of an orion ship in ENT. just so yall know maybe not a bridge but an interior that they could likely work with to make a potenial bridge.
Well... we don't know what an Orion bridge looks like. But I wouldn't mind seeing the TOS Orion ship.

Tbh pretty much all TOS ship interiors are redressed SF interiors, simply because they didn't have budget to make that many sets back when TOS was produced.
Also the reason why things are similar with ships types across the board is that it's much easier to balance things that way then if each faction was totally and utterly unique, it's not some hatred of KDF or RR but rather SF players make up the majority of the player base therefore it's logical to change others to match them then the other way around, also balancing things while keeping factions unique is something that needs a larger team then Cryptic has atm or players have just accept that one faction is objectively better (though which faction it is would either be "the one with largest player base" or it would change constantly as the team tries to tackle a task way too big for them).
I would love to see some T6 Orion ships in the game on the KDF side. Granted, they tend to be cruisers, similar to command ships, so I wouldn't be surprised if the T6 variant had command slots. Of course, making them would all depend on Cryptics budget and whether they would make enough money from the sales.

An Orion bundle would work nicely as part of a KDF recruiting event IMO.
I suppose granted I'd take T6 klingon ship over a client species ship in an event like that, though if they gave a nice T6 orion ship I wouldn't mind that either, especially if it was something I could unlock account wide (aka it wouldn't only be for the new character)

We saw exactly 1 orion ship in TOS and not even very clearly at that, as for ENT the most prominent orion ship was a fighter and I don't think we ever saw more then 1 bigger ship and even the one that we did see wasn't a frontline warship.
the full name of the orion faction is the orion syndicate and they're an organized criminal organization not a goverment as far as we know. The lore we have about the orions is that they're pirates, smugglers or crimelords not the people who'd have need for a frontline warship but have need for a smallish raider type ship or a mothership for said smallish raider style ships.
also by your logic, the constitution-class, the Galaxy-class and the Sovereign-class should be carriers as we have seen hangar bays on those.
Sometimes you need to read between the lines as Trek isn't meant to show the full details of combat role of a ship (especially for a race like the orions who show up quite rarely).
If you want an orion ship that isn't a flight deck cruiser, you make a small(ish) raider, making a heavy cap ship that doesn't have a hangar bay would just come of as being different for the sake of being different, also remember just because something wasn't shown on-screen doesn't mean it can't exist.

The Gorn case is a weird one. The Varanus' console was sort of like a really bad hangar pet in that there wasn't really a hangar, it just took up a console slot but behaved like a really bad hangar pet. Giving the Gorn Vestas hangars is a stretch, to be sure, but it's not strictly inconsistent either. It's really just a logical step up from the Varanus.
The Nausicaan ship having a hangar is a symptom of the same problem the Gorn Vestas also suffer, though - they're reskins of Federation ships that Cryptic was too lazy to balance and flavor so they didn't have to have hangars. While you can fudge if for the Gorn ships given my point above, I agree it makes no sense at all for the Nausicaans. But we're not talking about them, we're talking about Orions, and playable Orion ships in STO have hangars. End of discussion.

I don't remember a lot of things in STO from the shows. Canon is a fantastic guideline, but it's unreasonable to stick to it without deviation. STO is a video game, we have to make stuff up to fill out some things, so the argument of "we didn't see it on the show" is flimsy at best, especially when referring to something we have so few examples of.
I agree that hangars are over-saturated (the Vesta and Gal-X along with their clones should never have had one), but Orion ships are on a short list of ships that should have them.
